Randy Dean, Sr. is the President and CEO of SeaMe Systems and the inventor of the Beach EmergencyEvacuation Light System (BEELSTM). A native of Los Angeles, California, Randy brings decades of experience in public safety, risk management, and leadership to his role.
Randy served six years in the United States Air Force as an Aircrew Life Support Specialist, where he was responsible for ensuring the reliability of critical emergency equipment including parachutes, ejection seats, helmets, and egress systems. He was honorably discharged in 1990 and received multiple medals and commendations for his service, including the Air Force Commendation Medal. Following his military career, Randy accumulated more than 14 years of experience in Risk Management and Safety, working across both private-sector organizations and government agencies. His professional path, combined with a lifelong first-responder mindset, positioned him to recognize critical gaps in public safety systems.
Randy’s personal life ultimately shaped his mission. He is the father of two hard-of-hearing children and the grandfather of two hard-of-hearing grandchildren. Their lived experiences navigating public spaces inspired Randy to pursue innovative ways to improve accessibility for Deaf and Hard-of-Hearing communities. In 2018, while working closely with Los Angeles County beaches, Randy began developing a solution to address the lack of accessible emergency alerts in open beach environments. That work led to the creation of BEELSTM, which was piloted at Torrance Beach and became the first system of its kind designed to provide simultaneous visual and audio evacuation alerts in real time.
Through his close collaboration with the Deaf and Hard-of-Hearing community, Randy has since introduced additional accessibility tools to government agencies and businesses nationwide. He has over 35 years of public speaking experience, presenting at government agencies, private organizations, and public forums to advance accessibility and emergency preparedness.
In 2022, Randy received the Los Angeles County Commendation Award in recognition of his contributions to public safety and accessibility. He continues to lead SeaMe Systems with a focus on expanding inclusive safety solutions across counties, states, and international markets.
