Phil Plourde

Phil Plourde serves as Chief Operating Officer and BEELS Technical Director at SeaMe Systems, where he oversees operations, system design, technical strategy, and large-scale deployments across municipal and public-sector environments.

Phil brings more than two decades of experience in the audio, video, low-voltage, and integrated systems industry, with a career spanning complex commercial, municipal, entertainment, and critical-infrastructure projects nationwide. His background includes leadership roles in operations, engineering, project management, and system architecture.

Throughout his career, Phil has been responsible for designing and deploying advanced audio, video, control, networking, and public communication systems in high-profile environments, including stadiums, major entertainment venues, universities, transportation facilities, and government sites. His work emphasizes reliability, scalability, and real-world performance under demanding conditions. As BEELS Technical Director, Phil leads the technical evolution of the platform, including system architecture, hardware selection, control logic, network integration, and long-term maintainability. He plays a key role in adapting BEELS deployments to meet the unique operational, environmental, and regulatory requirements of each municipality.

In his role as COO, Phil also oversees internal operations, vendor partnerships, financing coordination, and cross-agency collaboration—helping SeaMe Systems navigate procurement processes, deployment logistics, and multi-stakeholder projects efficiently.
